The Environmental Protection Agency (EPA) has released a “Clean Water Rule” that appears to put every tributary of every US watercourse under the control of the federal agency. Besides being a potential regulatory disaster, former Congressman Larry Combest (R-TX) warns that the potential for abuse of this ruling is terrifying.

What does all this mean today in the battle for America? When you break it all down and get to the heart of the matter, it means that the Sheriff is the highest governmental authority. Within his jurisdiction, his county, the Sheriff has more power than the governor of his state. Indeed, the Sheriff has more power in his county than the President of the united States. In his county, he can overrule the President. Remember, the President has few and limited powers. He is the official farthest away from the people while the Sheriff is closest to the seat of power, the people.
