The Utah Senate asked Congress to repeal the 17th Amendment, which was ratified under the Progressive’s of 1913. Utah has boldly challenged a system that was never the intent of the Founding Fathers and suggests that the 17th Amendment has resulted in Senators being bound to special interest groups, that donate enormous sums of money for the Senator’s re-election, and not representing the needs of the people of Utah.
The bill’s sponsor, Sen. Al Jackson of Utah, believes that Senators need to “come home every weekend and take direction from their state legislative (sic) body and from the House and the Governor on how they should vote in the upcoming week.”
Passing with 20-6 SJR2 was sent to the House. It demands that Congress repeal the 17th Amendment of the U.S. Constitution.

Amendment XVII. The Senate of the United States shall be composed of two Senators from each state, elected by the people thereof, for six years; and each Senator shall have one vote. The electors in each state shall have the qualifications requisite for electors of the most numerous branch of the state legislatures.
Congress cannot repeal an Amendment. It can by two thirds vote of both houses start a repeal, but the legislatures of three fourths of the individual states must also ratify this, with the same vote from their legislatures. As divided as America this will never happen. A convention of states is the only other way.

The States need to vote for Senators, that will abide by the majority of the people. They can always be replaced. Congress CANNOT repeal an Constitutional Amendment. Some of the comments made, explains how to repeal an Amendment.
