As a Ham radio operator who has provided communications during disasters, I can assure you that a couple of items on your list are a waste of money. The FRS (Family Radio Service) radios are next to worthless except in line of sight. Cell phone service is one of the first casualties of disasters. CB radio is alright for short distances, but if you want to the most “bang for your buck” contact your local Ham radio club and get licensed! The motto for Ham radio is “When all else fails, there;s Ham radio”. I can’t imagine Ham operators not being able to communicate globally no matter what the disaster, barring a life ending catastrophe!
