The Stingray is a small device that mimics cellular towers – tricking all wireless devices on the same network into communicating with it, which enables local police that utilize it to very accurately pinpoint your location, listen to your calls and capture data from any wireless device even when not in use.
The devices come with a hefty $250,000 price tag, but local law enforcement across the country are acquiring them with grants from the Dept. of Homeland Security. Gee, big surprise there huh?
These devices have been around for a number of years, but their use is only now becoming widely known. Last Thursday, Erie County New York sheriff Tim Howard stated that his office has had one since 2008, but is now finish making public statements about its use.

Jon Kubenski: You get an SDR scanner that can manually tune ‘forbidden’ channels, or you can buy a trunk tracking scanner and modify the receiver to unlock the PLL so the radio scans the local Nazi frequencies. 800 trunking is easily monitored, even with a simple non-trunking type receiver, you simply do a lot more ‘foot work’ to program all of the talk groups and sub fleets. Trunk tracking scanners listen to the data channel, or control channel as it is commonly called. This single channel transmits overhead data to the radios and tells each radio where to tune, and which talkgroup is being used. The main site controller performs this task. There is also UHF and VHF trunking, as well as LTR, developed by E.F. Johnson. You can always purchase an older Motorola XTS3000 radio, have the radio programmed with your area’s 800 MHZ trunking frequencies, and use that to listen. Just make sure you do NOT have auto-affiliate active, either on channel acquisition, or on PTT. If you press the PTT button, YOUR radio transmits a code that the site controller can read, and determine if it is a valid code, cloned or duplicate, and take appropriate action based on its own internal data, so you either gain access, or your radio is ‘stunned’ and forever locked out of the system, until it is reprogrammed.

It is totally illegal
The manufacture and use of Stingray type equipment is clearly in violation of Federal law and is punishable by up to ten years in prison. Two parties conspiring to infringe on a citizens civil rights. Read for yourself.

Section 705 of the Communications Act
Section 705 of the Communications Act adds to the Federal Wiretap Act additional restrictions on the unauthorized interception of communication “by wire or radio.” Specifically, the Act provides
No person not being authorized by the sender shall intercept any radio communication and divulge or publish the existence, contents, substance, purport, effect, or meaning of such intercepted communication to any person. No person not being entitled thereto shall receive or assist in receiving any interstate or foreign communication by radio and use such communication (or any information therein contained) for his own benefit or for the benefit of another not entitled thereto. No person having received any intercepted radio communication or having become acquainted with the contents, substance, purport, effect, or meaning of such communication (or any part thereof) knowing that such communication was intercepted, shall divulge or publish the existence, contents, substance, purport, effect, or meaning of such communication (or any part thereof) or use such communication (or any information therein contained) for his own benefit or for the benefit of another not entitled thereto.Violations of Section 705 carry strict penalties, with willful violations “for purposes of direct or indirect commercial advantage or private financial gain” meriting fines of up to $50,000 and prison for up to two years for the first offense.
