You could just put ice cubes in plastic bag and put on top of head, etc. This is neat idea but will increase humidity in room, which can make higer temps feel much worse!

Walmart sells 5000BTU room air conditioners for under $150. I have one in our bedroom that has lasted 6 years and is still going strong. And, it operates on a 110 volt circuit drawing only 5 amps. This cooler COOLER is a nice idea but if you buy the components new it’s going to cost way more than $19. A novel idea, however.
