I tested this with and it does not work. I have a job with a scientific background (meteorology). The fan is drawling in room temperature air and pushing it back out so fast that it does not have time to cool down.
I’ve done something similar to this before with frozen water bottles and a fan and didn’t make a noticeable difference in my bed room
