I have read something about this several years ago and it was instituted or written to be put in effect by Bill Clinton. This was for the future. I accidently came upon it and it was originally under the title World Mangler team. It is no longer under that title. They haven’t completely taken it off but is is stashed in with other things under another title. Some where in the area 51 and other secret information.
