This is definitely the case of the importance of preventing a disaster being far more important than dealing with the aftermath, because mitigating the effects of one would be almost impossible.
An EMP attack of sufficient power results in the destruction of the power-grid, of that system of moving electricity for the sources of its generation to homes and offices. Were one to occur, the electricity would go out for one year or more. And that’s the scary part.
