Being underground won’t prevent disruption from EMP attack, they still get they’re power from above just fed into the mountain,, they will just use generator power and you don’t need to go into a mountain for that, what do you think runs there critical equipment? UPS, (battery system) and generators , powered more than likely by a couple tractor trailer size diesel fuel tanks
