The memo comes as the deadline for all military services to make recommendations on allowing women into combat roles approaches in a few days.
The services have until the end of September to ask for exceptions from Defense Secretary Ashton Carter, who will review those requests and make final decisions by January.
The issue has become a flashpoint after the Marines recommended keeping some jobs closed. A controversial Marines study, a summary of which was released earlier this month, found that all-male ground combat units outperformed those with both genders. Isn’t that amazing!
In his memo, Losey outlines many of the same concerns as the Marines, according to The AP, but he concludes that all qualified individuals should be able to test themselves.
The memo says it “is ultimately the right thing to do and is clearly consistent with the struggle over centuries to fully represent our nation’s values of fairness and equal opportunity,” according to The AP.
The memo also says there may be a higher injury rate among women during training, but calls for more research on the issue.
While there may be some pressure to change standards to allow women to pass, Losey doesn’t believe that’s likely to happen, according to the report.

Funny, it did with the army special forces. They guarantee a woman will pass and will probably lower the standards until they do so consistently.
Next on the docket will probably be special lower standards for gays and transgendered boy/girls.
Losey also recommends that gender identity be removed from the application process so that the most qualified individuals are chosen regardless of gender, according to The AP.

If I were a seal and a woman was on my team, she would either keep up and do her job to the same level as the men, or she would be the first to die. No slack, no excuses.
I agree with the above, Standards shouldnt be lowered for females. If they want the job that men do then they must pass the same training and testing.

we all know if you take 100 random men and put them in a fight to the death vs 100 random women with the same exact training… the men will devour the women.
but lets pretend like women can be NAVY SEALS… we’ll just “lower the standards” so tehy become more “gender friendly” and guys will still have to adhere to the higher standards… but in the name of PC, women who can do less than the men who got rejected will be accepted as “the best of the best”

Soni Ferrigno, my son was out in battle, I would hope that this women understand we mothers, WILL expect that they do as much as a man would do to protect not only our men, but women too. If they can do it fine! But as Adam said, there are a heck of a lot of man that don’t make it. I have to be realistic

When you have France, Sweden, Norway, Finland, Netherland, Denmark, Spain, Romania, Poland, Estonia, Lithunia, Germany, South Korea, etc having women combat soliders(including in the infantry). And many of those countries have had troops in Afghanistan and Iraq. So who is laughing?! I bet our allies are laughing at us for coming to the 21st century when it comes to women in combat too late. What took you yankees so long to be progressive on women rights LOL.
