An investigation has found that an Islamic businessman determined that the best way to revive the Ottoman Empire would be to invest large sums of money in the U.S. and to court U.S. Congressmen with lavish trips to Turkey. An investigation conducted by the newspaper USA Today found these trips “repeatedly violated House rules and possibly federal law.”
The key to making the scheme appear legal was to claim the trips were for nonprofit humanitarian purposes. Lobbyists, lobbying firms and foreign principals are prohibited from financing or arranging trips for members of Congress, but Congressmen are allowed to accept free travel if it is paid for by nonprofits. It is not required that these nonprofit organizations disclose their contributions.
