Growing up in a NYC apartment in the 1950s the water heater was a gas burner with a copper tube connected to a large water tank.
The unit had a baked enamel metal cabinet around the tube and burner assembly.
We only burned gas for a few minutes a day because it made lots of hot water very quickly.
Same basic idea, old technologies for modern survival.

I use coal to heat my house and my hot water. I live in Canada where it gets extremely cold, my house is 3000 square feet and my garage & Shop is another 3000 square feet. There are 6 people living in my house to shower every day and the heat the hot water and keep the house and shop warm I spend about $400 a year on coal.
You have to keep that fire going good with that. This is what I built to heat my house. Fire chamber is inside the water tank
