I think there is a exec order coming that will control this maneuver. Even the runoff in ditches is slated to be off limits.. All water, a resource, belongs to the people and not a person. It is on hold for the big American take over coming near us all.
The United States government catches him using resources other than those provided by said government will get him killed.. Literally! They will kill indiscriminately.
