How about just do not buy a car, have no car payment, and better yet, try not to owe a bank at all for anything, and you will save more money than worrying about 20 bucks a month on an electrical bill.
put a turbine in your water line that spins to create electricity that is stored like solar using some sort of generator

I like that idea while you are using water it is making and storing electricity for you. not a bad idea if it is doable
