A solicitation posted on fbo.gov earlier this year states that the U.S. Dept. of Agriculture is looking to purchase ballistic body armor.
This coincides with their other solicitation for submachine guns.

Well , considering that our Government puts money into the hand of these and all Government agencies according to appropriation for each one of them , I would think it is because this current government does not want to ( alarm) or ( inform) American tax payers and citizens of their intention to arm themselves for attack from someone they feel is an imminent threat to them. By them I am referring to America but mostly to government agencies.
