Scott Richardson out of Addison, Texas was pulled over on May 2nd for doing 50 mph in a 40 mph zone, according to the cop in the video on the following page.
Richardson refused to provide ID, stating that speeding isn’t a crime. “Did you realize in the state of Texas that speeding in and of itself is not illegal,” the 49-year-old claimed.
