You obviously have no clue about how the government works. At no time does any one person have access to any large amounts of money to be used without congressional approval. Do you think they just give people a checkbook for the government accounts. Get a clue. Do you have any idea how much money 9 trillion dollars is ? it would take a whole lot of people in control of congressional oversight to move that kind of money, and republicans have been in that position for several years now. But just sit and believe what they tell you to believe, like a good little puppet.
